Our operations are guided by the following approaches:

1. Pillars

The strength of the design and implementation of our programmes is based on the consideration given to the four aspects demonstrated below.

  • Prayer- depend on God for support in our work
  • Activism- take positive steps to advocate and address issues that affect the Church and the nation.(The emphasis is pro-activism)
  • Biblical- use biblical standards in our service to the nation and provide superior stands of ethical conduct as real mandate of the church
  • Wholistic Transformation-a ddress both the spiritual and the social needs of the people, regardless of belief, sex or ethnicity.

2. Partnership

We are able to do what we do through partnerships with different organizations all over the world.  In particular, we have worked with Christian relief agencies such as Tearfund UK, Hilfe fur Bouder in Germany and World Relief Canada.  We have also worked with government and multilateral agencies such as World Bank and ADB as service provider through NaCSA and Ministry of Education.  We have partnered with DFID, WFP.

3. Mobilizing and Organizing

The strength of EFSL in implementing programmes and carrying on with the day to day activities of the organization hinges on the establishment of several departments to ensure efficient and effective delivery of services.  These departments includes:

  1. Evangelism and Church Ministries
  2. Women and Children Department
  3. Relief and Development Department
  4. Advocacy and Public Relations Department
  5. Administration Department

STRATEGIC PLAN 2011-2015

The following goals have been set for 2011-2015

 

GOAL 1: To mobilize and equip the Church for the [total] evangelization of Sierra Leone.

 

EFSL sees mobilizing the Church for the evangelization of Sierra Leone as the primary reason for the organization's existence.

In pursuing this goal EFSL will in the next five years

1.1    Carry out a nationwide research on the status of Christianity in Sierra Leone

1.2   Support the church to do evangelism, church planting and discipleship especially in

Unreached areas of Sierra Leone

1.3    Develop the capacity of pastors and church workers for effective leadership and ministry.

1.4    Construct a Conference and Leadership Training Centre at Marjay Town in the western area of Sierra Leone

In pursuing these strategies we will seek to fulfill the following objectives:

 

1.1.1     To establish a relevant, reliable data on the situation of the church in Sierra Leone

1.2.1     To develop a missions curriculum

1.2.2     To train and equip 125 college/tertiary institution students to support Pastors in Missions

1.2.3     To train & equip 250 Christian teachers to evangelize and disciple their students

1.2.4     To support the church to hold 4 interdenominational crusades per year

1.2.5     To Support churches to plant 75 new churches in the next five years

1.2.6     To train 1000 pastors in evangelizing among other faiths and provide support for converts from hostile families and antagonistic religious backgrounds

1.3.1   To build the capacity of church leaders for effective ministry.

 

Goal 2: To improve the cooperation of member bodies in the planning and implementation of EFSL programs

The mobilization and motivation of member bodies in strategizing ways to work together in programs and activities is key to EFSL's operations. Members will be seen to own the programs and play a more active role.

 

These objectives will be pursued:

2.1         To ensure effective participation and increase of members at EFSL meetings and Programmes by 50%.

2.2       To ensure effective communication and collaboration between member bodies and the secretariat

2.3      To design well defined roles and responsibilities to all member bodies.

2.4      To ensure confirmation of attendance from member bodies within a stipulated time.

2.5      To identify member bodies that do not cooperate and the reasons why by  2011.

 

The following strategies will be employed in attaining the above objectives:

2.1.1     Empower churches to enhance their participation in the activities of the EFSL alliance

2.1.2     Delegation of certain responsibilities to member bodies

2.2.1     Letters to member bodies must be accompanied by telephone or personal follow- up within a week of delivery

2.3.1     Involve member bodies in the initial planning of programs in 2011

2.4.1     Frequent visits from Senior Personnel of EFSL to member bodies

2.5.1     Do a survey to discover reasons why member bodies do not cooperate

2.5.2     Promote collaboration among Church leaders

 

Goal  3. To be proactive in raising awareness through advocacy on human rights and related issues affecting the church and the nation

The growing increase in Human Rights abuses in Sierra Leone is a course for concern. The inadequate judiciary

system fails to address these issues equitably and therefore the vulnerable community is left at a disadvantaged

position.

Violence against churches by fanatic Muslims is on the increase. There is a need for this issue to be urgently

addressed in order to avoid any religious war. EFSL needs to be a voice for the voiceless with regards to national policies and by laws that are opposed to biblical principles and are not in the interest of the community.

One of EFSL's strength is that it is recognized by the government and therefore will receive audience on pertinent issues.

 

We will pursue this goal with the following objectives in the next five years:

Objectives

3.1     Increase awareness level to at least 50% of member bodies on human right issues.

3.2     To hold 3 meetings with Human right organizations thereby consolidating our efforts by 2014.

3.3     Conduct training for 75% of member bodies in Human Rights issues.

3.4     Conduct 3 surveys by 2012 to have a data base on the extent of human right abuses and violations on

issues affecting the church and the nation.

3.5      Advocate on behalf of the church and the voiceless/disadvantaged in society.?

 

The following strategies will be employed in attaining the above objectives:

3.1.1     Empower the Alliance members to advocate on governance and Human Rights issues that affect them at their local levels

3.1.2     Identify and adopt various sensitization strategies e.g. workshops, radio discussions, celebrating International Human Rights days and other related programs.

3.1.3     Empower and encourage the Alliance to identify, document and report the issues.

3.2.1     Effective coordination and collaboration of EFSL with other Human Rights Organizations.

3.2.2     Encourage the Alliance to be a model of transparency and  Accountability to the stakeholders

3.2.3     Involvement of EFSL in governance issues as a prophetic voice.

3.3.1     Promote Human Right based approach in the Alliance development agenda.

 

Goal 4. Mobilize indigenous financial support base for long term sustainability

EFSL is cognizant of the fact that it is 80% donor driven. Therefore it is essential to look for alternative source of funding its projects to attain sustainability in the long term. We will seek to pursue this goal with the following objectives:

 

Objectives:

1.1   To ensure adequate financial support base for sustainability of the alliance

1.2   To train and equip 50 member bodies on entrepreneurship

1.3   By 2012 member bodies would have developed policies for local fund raising

1.4  To organize a stakeholders meeting by 2011 to create awareness in self reliance

 

The following strategies will be employed in attaining the above objectives:

4.1.1      Improve on the collection of membership dues

4.2.1     To organize one meeting with member bodies by 2011 to create awareness on self-reliance.

4.3.1     REAPS to be managed in such a way that it is able to generate sufficient income to meet its expenditure.

4.3.2     Organize training workshop for member bodies in basic Entrepreneurship

4.3.3     Training member bodies on participatory community   planning and implementation

4.4.1     Identify and explore local fund raising strategies

4.4.2     Sensitization on the need for self-reliance

 

Goal 5. Train and equip 50 communities to identify, design and manage projects.

We believe that for communities to own the project, they must be responsible for identifying what their needs are. The projects can then be designed around their needs whilst EFSL can influence policies and decisions that might deter them in going ahead with the project. This will enhance sustainability. We will pursue this goal with the following objectives:

5.1   To ensure that communities are able to manage projects effectively and   efficiently.

5.2   Train 70 community leaders and key stakeholders on project cycle management & Sustainability issues.

5.3   Create awareness in communities to claim ownership of the project.

5.4   To train 150 community members on Leadership succession plan by   2014

 

The following strategies will be employed in attaining the above objective:

5.1.1   Design and implement monitoring strategies of local projects

5.1.2     Empower the local church to take a lead facilitation role in empowering the communities

5.2.1     Organize training workshop for  leaders and other key stakeholders on  project sustainability

5.2.2     Organize training for  communities to identify their own challenges and  to implement their solutions

5.3.1     Conduct seminars and workshops for 50 community facilitators within a year

5.4.1     Organize training workshop on Leadership succession plan for community leaders.

 

Goal 6. Improve and sustain response to poverty reduction in the Community.

EFSL's response to poverty reduction through its food security, Water and Sanitation, HIV & AIDS, microfinance and other development programs has made quite an impact in the lives of its beneficiaries and communities clientele. The post war environment is a thieving ground for poverty reduction initiatives. Though the demand for this service exceeds the supplies, we will strengthen the capacity of the Community Services (formerly CIP) department and the microfinance unit among other things to address the poverty issues in a wholesome manner.

We will pursue this goal with the following objectives:

6.1   To ensure that poverty reduction issues are adequately addressed.

6.2   To  ensure that adequate funding is available to the Alliance to address poverty

6.3   Partner with government and other agencies on poverty reduction strategies.

6.4   To submit 5 project proposal by the end of 2011 for funding locally  and internationally

6.5    Empower the churches/communities to manage projects/programs.

6.6    To address cross-cutting issues involving

  • HIV & AIDS
  • Leadership
  • Gender and family
  • Environment

 

The following strategies will be employed in attaining the above objectives:

6.1.1     Design  and implement poverty reduction intervention strategies (eg. Through the micro credit to clients)

6.1.2     Strengthen the capacity of the Microfinance & community services ( or CIP) departments

6.2.1     Empower the Alliance to implement the strategies

6.3.1     Collaboration with government line ministries, departments and agencies on poverty issues

6.4.1   Timely assessment and designing of the projects.

6.5.1   Training, couching and mentoring of churches & communities

6.6.1   Working with/through the church/community to plan and implement their own responses to the cross-cutting issues

 

 

Goal 7: To improve access and quality of education and technical vocational training in Sierra Leone

EFSL member bodies have schools (primary, secondary, tertiary and vocational schools) operating in all districts of the country. These members have vast experience in schools and vocational institute management) We will therefore rely on this strength to contribute to building quality education in Sierra Leone from pre-primary to post secondary and vocational levels.

 

We will pursue this goal with the following objectives in the next five years

7.1       Increase access to basic quality education for marginalized children and youths in educationally deprived communities of             Sierra Leone

7.2       Increase the number of trained teachers by at least 156 in five years

7.3       Build the capacities of school management committees (SMC's) for effective enforcement of responsibilities and advocacy.

7.4       Construct/Rehabilitate and/or expand on school buildings and facilities.

7.5       Provision of educational materials for schools

7.6       Train deprived youths in different vocational skills to fill the middle level manpower gap in the country.

 

The following strategies will be employed in attaining the above objectives:

7.1.1   Provision of scholarships support for under privileged children and youths in schools

7.2.1   Networking with teachers training institutions/colleges offering distant education

7.3.1   Training in schools management & advocacy for quality education

7.4.1   Contracting services to reputable firms.

7.5.1   Direct educational material distribution to schools

7.6.1   Improve vocational skills training for better employment opportunities in the job market for youths.

 

GOAL 8: To maintain a standard financial management system, a robust administrative structure and an efficient and effective   human resource capacity for improved service delivery

EFSL is aware that a viable and sustainable financial and human resource base is crucial for improved organizational performance; therefore, we will pursue this goal with the following objectives in the next five years

8.1   To ensure that staff are equipped with the relevant knowledge, training and skills for the discharge of their respective     functions.

8.2   To ensure that EFSL is staffed with adequate staff with the requisite expertise that could promote efficiency.

8.3   To regularly ensure that systems are updated to ensure relevance, appropriateness and cost effectiveness.

8.4   To ensure timely and effective financial planning, implementation and reporting systems for the benefit of all stakeholders.

 

The following strategies will be employed in attaining the above objectives:

 

8.1.1     Embark on regular capacity assessment and development for staff.

8.2.1     Carry out effective recruitment policies.

8.3.1   Ensure the use of an appropriate accounting software package.
